Congregation Council

The Congregation Council consists of the committee chairs and the congregation/council officers: President, Vice President, Secretary and Treasurer. The pastors are advisory members of the Council. Current officers are: President - Mike Ransom, Vice President - Diane Kinneberg, Secretary - Koni Grimsrud and Treasurer - Bruce Swanson.

Architecture, Furnishings, and Visual Arts

The Architecture, Furnishings, and Visual Arts Committee is charged with the task of maintaining and preserving the integrity and continuity of the architectural design, furnishings, and visual arts of this congregation's church building.

Church-at-Large

The Church-at-Large Committee is responsible for matters pertaining to the Council of Churches, ecumenical activities within the community, world mission, and national-synod-conference liaison.

Continuing Education

The Continuing Education Committee is responsible for implementing and supervising all post-confirmation education opportunities, such as Academy of Christian Discipleship, workshops and seminars, adult Bible classes and publications, and supervising the congregation's library and archives.

Fellowship and Auxiliaries

The Fellowship and Auxiliaries Committee is responsible for offering fellowship events designed to bring our church family together and to serve as liaison to the Congregation Council for the various auxiliaries of the congregation.

Finance

The Finance Committee is responsible for budget planning, disbursement of funds, record keeping and retention, and office procedures. It is also responsible for making recommendations to the Congregation Council on matters pertaining to investment and insurance.

Gifts & Memorials

The Gifts & Memorials Committee is responsible for supervising the Memorial Account, acknowledging gifts and memorials received, approving expenditures as designated either by specified memorials or purchases recommended. The Gifts and Memorials Committee shall manage the Endowment Fund of Zumbro Evangelical Lutheran Church as hereinafter set forth in these bylaws.

Life and Growth

The Life and Growth Committee is responsible for enriching the spiritual life and growth of all members of the congregation with special attention given to all new members. The committee shall engage in a ministry of outreach to new residents of Rochester and to any other prospective members. It is our intention to welcome all visitors to our Christian fellowship. The committee shall provide leadership and support to members of the congregation who are actively engaged in the ministry of visiting the homebound.

Personnel

The Personnel Committee is responsible for establishing the personnel policies for the staff and documenting them in a personnel manual, subject to approval by the Congregation Council. The Personnel Committee is also responsible for preparing the personnel budget and submitting a categorical budget summary to the Finance Committee. Its other duties include approving the Directing Pastor's planned employment actions (hiring and dismissal), recommending new staff positions, approving job descriptions, and providing assistance to the directing pastor in the management of the staff.

Properties

The Properties Committee is responsible for custody of the congregation's property and shall care for the same in conformity with the Constitution and regularly adopted resolutions of the congregation. It shall have the responsibility for maintenance and upkeep, property improvement; and the purchasing of supplies, equipment, etc. It shall have supervision of church parking and other physical facilities.

Social Ministry

The Social Ministry Committee promotes the application of the Gospel to social needs and concerns of the community. The committee facilitates the ministry of service by providing opportunities for education, support and outreach.

Stewardship

The Stewardship Committee is responsible for the coordination of appeals for members' gifts of time and talent and financial pledges.

Worship

The Worship Committee is responsible for matters pertaining to congregational worship at all services, including communion and music, and for the following: acolytes, altar guild, lectors, radio broadcasters, ushers and other persons who assist the congregation during worship.

Youth Education

The Youth Education Committee is responsible for implementing and supervising programs and opportunities for Christian nurture especially for those from birth through high school ages. This includes Nursery, Sunday School, Vacation Bible School, Confirmation, and Teacher Training.

Youth Ministry

The Youth Ministry Committee is responsible for implementing and supervising a year round, balanced program for fellowship, service and Christian growth for elementary through college-age young people. This shall include adults and youth working together; the promotion of community and denominational youth programs; and concern for those away at school or in the military service.
